The image appears small, so the source advises against putting text on it.
A recommendation is not a requirement: below the minimum a file is refused, while missing the recommended size only affects how sharp the ad looks.

About Meta ad specs
Can one image cover every placement?
Technically yes, but feed wants 4:5 and stories 9:16. A single file gets cropped somewhere, and anything near the edges can disappear.
What does the ratio tolerance mean?
It is how far your ratio may drift from the target. The table gives it per placement, and it is not the same everywhere.
Why is the text shorter in some placements?
Because the space on screen differs. These are recommendations: going over will not stop the ad, but the text may be shown shortened. Use the character counter to check field by field.
